Step one: your Certificate of Eligibility
Your Certificate of Eligibility, or COE, shows the lender that you qualify for the benefit and how much entitlement you have available. Eligibility depends on factors like length of service, service dates and discharge type. In many cases a loan officer can request your COE electronically once you share some basic information, though some situations need extra paperwork.
Helpful documents to have on hand:
- DD-214 for veterans who have separated
- A statement of service signed by your commander for active-duty borrowers
- Points statements or retirement records for Guard and Reserve members, if applicable
- Information about any prior VA loans you have used
The VA appraisal and property requirements
VA loans require an appraisal by a VA-assigned appraiser. Besides confirming value, the appraiser checks the home against VA minimum property requirements, which focus on safety, soundness and sanitation. Typical items include a sound roof, working utilities, safe electrical systems and no signs of wood-destroying insects.
In Florida, a termite inspection is commonly part of a VA purchase. Older beach homes may draw comments about roofs, railings or moisture, and the parties will need to agree on any required repairs before closing.
If the appraisal comes in below the contract price, the VA has a process called Tidewater that may give your lender a chance to provide more information before the value is finalized. You also are not required to buy a home that does not appraise at the agreed price, though the specifics depend on your contract.
Flagler County details for VA buyers
The coast brings a few added considerations:
- Condos need VA approval. A condo must be in a VA approved project. Some oceanfront and Intracoastal buildings are approved and some are not, so check early.
- Insurance comes first. Florida homeowners insurance and, where required, flood insurance need to be in place before closing. During hurricane season, insurers may pause new policies when a storm is close, so get quotes as soon as you are under contract.
- Property tax help. Florida offers the homestead exemption for primary residences, and certain veterans with service-connected disabilities may qualify for additional exemptions. Frequently asked questions
Can I use my VA loan more than once?
Yes. VA entitlement can be restored after you sell and pay off a prior VA loan, and in some cases you may have remaining entitlement to use while still owning a home with a VA loan. A loan officer can review your COE to see what is available.
Is there a maximum VA loan amount?
For borrowers with full entitlement, the VA does not set a loan limit in the usual sense, though lenders still look at income, credit and debts to determine what you can afford. Borrowers with partial entitlement may have limits based on county loan limits.
Can a surviving spouse use a VA loan?
Some surviving spouses are eligible, depending on the circumstances of the service member’s death and the spouse’s remarriage status. The VA reviews these cases individually.
